No, it's a lower level of decriminalization. You can get marijuana but only for valid medical reasons and you have to have a license and so on.
In reality, most idiots can find a doctor to sign off on it, or get the license to be a grower, etc. (My cousins and uncle managed all this. And they continue to live in Flint.) So it becomes a sort of de facto decriminalization.
One of the things Washington and Colorado had were the medipot people fighting against the larger decriminalization because it would hurt their bottom line.
